Material Deprivation: Measuring Poverty by Counting Necessities Households Cannot Afford

Unique data from a 2013 Canadian survey were used to measure material deprivation. This outcome-based indicator of poverty was constructed 17 necessities. When persons who cannot afford two or more items are considered materially deprived, deprivation is found affect 18.6 percent Canadians. Of those, only 43 also have low income. Canadians with income, 50 deprived. The experience poverty-level living conditions thus regularly coincides an income above the threshold, and having does not guarantee Outcome-based indicators such as therefore offer new relevant insights into understanding its policy solutions in Canada.
